Ok folks. Thanks all for the previous advice you've given.
I spoke to the city inspector. He said that I could do it myself providing I passed a test, then he would come to inspect the work.
Considering I just got a $1500 !!!! quote for the work, I think this will be the way to go. (I priced out the stuff at HD (under $250))
Can someone post or point me to the NEC regulations pertaining to 240V outdoor hot tub wiring?

Looking briefly at your other questions I'm don't think it is good for you to do yourself. Is $1500 really worth saving if it puts your life at risk? Outdoor hot tubs follow all the same rules as pools, and it is article 680 of the NEC. Even experienced electricians have questions on pools, so I really doubt someone inexperienced can do it properly. You can read the NEC online at nfpa.org (not a PDF, no searching, but it is free). Go to the link below and click on the preview option.
Skin resistance goes way down when wet and there is a much bigger shock risk. You probably won't know what you mess up until it is too late. You can't depend on an inspection to find everything.
I also want to say you don't have a complete material list. I doubt you can get the stuff for $250 if a complete job is $1500. Or if it is the case, you should get more bids.

About how much does it cost for a 6-8 person salt water hot tub in Tacoma, Wa? (Cost of tub, concrete slab, ect.)

The cost is about $5-7,000. Assuming you already have easy access to outdoor water/plumbing. But a salt-water hot tub? Never heard of that. But the proof of the pudding is in calling 3 or 4 dealers in that product and get their prices, installed. You may also attend a Home & Garden Show, where such dealers proliferate.
