Answer
Substrate
Newspaper is the cheapest substrate you can get, and by far the easiest to clean. Don't bother trying anything else unless you want a really nice looking display setup.
Heat
Under tank heat pads are the best option here. Get a pad large enough to cover approximately one third of the bottom of your tub. Temperatures directly above the heat pad should ideally be 90 degrees. They should not range any more than 88-92. Ambient temperatures in the rest of the tub should be about 80 degrees, and should never be lower than 75. Monitor this with an indoor/outdoor thermometer that has a probe. Accurite makes a great one that you can get at Walmart for about $10 (this model also measures humidity). Hot glue the probe on the inside of the tub directly above the heat pad, and place the thermometer on the other side of the tub. On a side note, NEVER use tape inside an enclosure; it can stick to your ball python and cause serious damage!
Humidity
Ideal humidity for ball pythons is in the 50% range. When your snake is in shed you should bump it up to the mid to upper 60% range. This is fairly easy to maintain with a tub setup. The evaporating water from the water dish is usually enough to keep the humidity up. If it is not, misting with a water bottle every couple of days should do the trick.
Hide
I like to combine my hide and water dish into one. I use a water dish similar to this in my setups, and my snakes love to hide underneath of it. A hide needs to be just large enough for your snake to fit inside of and be touching it on all sides.
Feeding
Young ball pythons should eat every five days. Once they reach about 500 grams you can begin feeding them once per week. The meal should be about as big around as the fattest part of your snakes body.
Handling
Don't handle your snake the first week you get him. He will need time to get accumulated to his new home. Be gentle and try not to startle him. Make sure he sees your hand before you pick him up, so he knows you're there. Make sure you have a firm but gentle grasp on the snake. Then just let him slither around you body.
