Can I use a INTEX SALTWATER SYSTEM for my 500 gallon Cal Spa Hot Tub?

Nope. Salt water generators are in fact chlorine generators. They take salt dissolved in water and convert it to another form of salt...chlorine. It's just at a lower dose than traditional chlorine sanitizing systems and as such is easier on peoples eyes and skin.
There's a reason that hot tubs use sanitizers other than chlorine and that's because in a hot water environment like a spa, that's also bubbling, chlorine oxidizes an organic and gases off, directly into your face and eyes. Pretty darn uncomfortable for your eyeballs.
Stick to the bromine or ozone that you're using now.

I have a new hot tub model E748L from cal spa it runs 220v. I am wonder is the electric going to cost a lot?

How many watts? If you look on various appliances, such as a coffee maker, you will see a rating in watts. My LCD TV says 65 watts for example. I pay for my electricity by the kilowatt-hour. 1 kilowatt-hour is the power used by a 100 watt light bulb that is ON for 10 hours. 100 watts * 10 hours = 1000 watt-hours, = 1 kilowatt-hour. I pay 10.8 cents per kilowatt-hour, so running a 100 watt light for 10 hours would cost me 10.8 cents. At 65 watts, My LCD TV would use a kilowatt-hour in 1000 watt-hours/65 watts = 15.38 hours. So, running my LCD TV for 15.38 hours uses 10.8 cents worth of electricity. Which comes does to 0.7 cents per hour. So, find out how many watts the hot tub draws and do the math, the same as I did for my LCD TV... Look at your last utility ill to get the rate you are charged for electricity. Your hot tub probably has 2 ratings, one for the pump motor and a second for the heater. Remember, the heater is not on all of the time since it is controlled by a thermostat. So, what you need to do is figure out how long the motor runs and the heater runs and using the rate from you utility bill, you can calculate watt-hours used...
