i have a hot tub and it doesn't know what its temperature is it is a hydro quip 6000 and it turns its self off and on when it needs to heat the problem is it doesn't know what temperature it is the numbers are up and down and it runs and runs until the temperature is so hot you cant get in it is it the thermometer that controls the cut on and off or is it the thermostat

It appears from your spa manual that it can be optioned with either an electronic or electromechanical temperature control. If your spa has an electronic type temperature control it uses a temperature sensor that reports back to the electronics of the system to control the temperature to the value of the digital setting or the solid state thermostat dial. So in essence both is the answer in that type of control. Make sure the temperature sensor is in its proper well in the piping and insulated. If I were to venture a guess if one or the other part is going bad I would bet it's the temperature sensor. If your spa has an electromechanical type temperature control then it would indeed be the thermostat only.
